Modular Home Site Preparation: A Pre-Delivery Checklist

Coordinate surveys, permits, foundations, utilities, delivery access, crane staging, and acceptance evidence before the modules arrive.

Factory construction can shorten one part of a home project, but it does not remove the local work. The site still has to be legal, accessible, buildable, inspected, and ready in the exact sequence required by the delivery and set plan.

Use this guide when: a floor plan or supplier has been shortlisted and the owner needs one readiness plan shared by the designer, local authority, foundation contractor, utility trades, carrier, crane or set crew, and general contractor.

Define “site ready” as evidence, not a date

A calendar entry that says “delivery Friday” is not a readiness standard. For each dependency, name the owner, required document or field condition, acceptance evidence, and final decision time. The result should fit on one page and be understood by every contractor.

1. Complete property due diligence

Confirm ownership boundaries, easements, setbacks, zoning use, utility availability, drainage constraints, and any required soil or geotechnical work before finalizing the home position. A floor plan that fits the parcel on paper can still conflict with access, septic separation, overhead lines, slope, or required open space.

Use the official FEMA Flood Map Service Center as one input for U.S. flood-hazard research, then confirm the applicable map, elevation, and local requirements with the authority and design professional. A map lookup is not a site-specific engineering conclusion.

2. Align the home package with the approved scope

Supplier terms such as module, shell, materials package, assembly start, finish package, or turnkey do not have universal meanings. Make a line-by-line scope boundary covering design, engineering, state or third-party review, local permits, foundation, freight, unloading, crane or set, weather closure, utility connections, interior marriage-line work, exterior finish, testing, and occupancy.

Treat any vendor page as a starting point; the signed project documents control.

3. Build the permit and inspection sequence

Identify every reviewing body and the code edition or local rule it administers. Off-site work, foundation work, utility work, transport, and final occupancy may have different reviewers. The International Code Council’s model-code resources explain the broader code system, but the local authority identifies what applies to the project.

  • List prerequisite approvals before fabrication, excavation, delivery, set, connection, and occupancy.
  • Record who requests each inspection and how much notice is required.
  • Keep approved drawings at the site and reconcile revisions before work continues.
  • Do not assume a factory or third-party inspection replaces local site inspections.

4. Verify the foundation as an interface

The foundation is not simply “complete” when concrete has cured. It is ready when dimensions, elevations, bearing surfaces, anchor locations, access openings, utility penetrations, drainage, and backfill conditions meet the accepted project documents. Ask the setting party what it will measure and what happens if a tolerance is missed.

Photograph concealed work, retain test and inspection records, and use a survey where the design or authority requires one. If corrections are needed, resolve them before the carrier and crane are mobilized.

5. Walk the delivery route with real dimensions

Review the route from the public road to the final unloading or set position. Document load width, height, length, weight, turning radius, grade, surface condition, bridge or culvert limits, gates, parked vehicles, overhead utilities, trees, temporary removals, traffic control, and an exit plan. Recheck current road work and weather near delivery.

6. Approve staging, lifting, and exclusion areas

The set contractor should determine equipment placement, outrigger or support conditions, swing and clearance zones, module order, temporary bracing, communications, and who controls access. Do not select a crane position from a marketing floor plan. Soil support, reach, load, site geometry, and equipment configuration are project-specific professional decisions.

7. Hold a 72-hour go/no-go review

The exact timing can vary, but the review must occur before mobilization costs become unavoidable. The owner of each dependency should answer yes, no, or conditional – never “probably.” Open items need a named decision maker and deadline.

  1. Confirm permit and inspection status against the current approved set.
  2. Confirm foundation acceptance and unresolved corrections.
  3. Confirm route, staging area, equipment, crew, and module sequence.
  4. Confirm weather limits and the person authorized to postpone.
  5. Confirm utilities are safe, marked, and ready for the planned stage.
  6. Confirm insurance, site control, emergency contacts, and neighbor or road notices where required.

Prepare the day-of packet

Keep one controlled packet with current drawings, permits, inspection contacts, delivery order, route plan, set or lift plan, module identification, responsibility matrix, utility map, safety contacts, weather decision, and a log for field changes. The packet should make it obvious which version is current.

Three failures this checklist prevents

  • Scope gaps: freight arrives, but unloading, weather closure, or finish connections belong to nobody.
  • Interface mismatch: the foundation was built to an earlier drawing or assumptions that were never accepted by the setting party.
  • Access improvisation: crews discover a turning, clearance, or bearing problem after equipment is already billable.
