Buying Land for a Modular Home: Due-Diligence Checklist

Check land use, title, utilities, ground conditions, and module access before treating a parcel as ready for a modular-home project.

A parcel can be affordable and still be a poor modular-home site. The useful question is not whether a house appears to fit on a map, but whether the intended home, foundation, utilities, delivery equipment, permits, and budget can work together on that specific property.

A parcel is suitable only if the intended home can be approved there and the site can support the project. Start with the planning or zoning authority for the parcel's actual jurisdiction. Ask about permitted residential use, setbacks, height, lot coverage, minimum lot requirements, and any overlays or special review. A seller's description of land as “buildable” does not answer each of these questions for a particular design.

Describe the construction method accurately. Modular construction generally involves building components or modules under the relevant building-code system and completing them on site. Do not substitute requirements for a different housing category merely because both products travel by truck. The International Code Council's off-site construction resources explain that oversight involves state and local processes that vary.

Bring a concept plan showing the proposed footprint, access, parking, utilities, and other site features. Written preliminary feedback can identify constraints before detailed design expenses grow, but distinguish informal guidance from a formal permit or vested approval. Record who provided the answer and what assumptions they used.

Review purchase contingencies and due-diligence periods with the appropriate real-estate and legal professionals. The practical aim is to obtain critical evidence while the purchase decision remains open. If approval depends on a variance, rezoning, or an uncertain exception, record that dependency and its possible cost and timing instead of pricing the parcel as if permission were settled.

Read title, easements, and private restrictions

Public land-use permission is only one layer. The title record, recorded easements, covenants, association rules, and access rights can affect where a home or driveway may go and how construction can proceed. Have the relevant professionals review the actual documents; a map showing a road does not establish a legal right to use it.

Ask whether the parcel has both legal access and physically workable access. A narrow easement may allow ordinary vehicle travel while leaving questions about oversized loads, temporary road widening, or crane access. Permission to install a utility line is another issue that may need a separate recorded right.

Use a current survey appropriate to the transaction and local requirements to relate boundaries and recorded restrictions to physical features. A fence, tree line, or online parcel overlay should not be treated as a precise boundary determination. Clarify encroachments before positioning a foundation around them.

Keep an issue register with the document, affected area, consequence, and person responsible for resolution. For example, a drainage easement crossing the preferred footprint can require a different layout rather than merely another signature. If temporary construction access over a neighbor's property is needed, establish the written terms through the appropriate process before assuming it will be available on delivery day.

Price utilities as projects

“Utilities nearby” is a starting question, not a completed estimate. Ask each provider about service availability, capacity, connection location, required easements, design review, fees, trenching, road crossings, and lead time. A visible power line or water main does not establish the cost or permission to connect.

Build a utility scope showing who performs each part: provider work, private trenching, equipment, permits, inspections, restoration, and final activation. Separate one-time construction costs from ongoing charges. Confirm whether temporary construction service is needed and how it will transition to permanent service.

For a site without public sewer, establish septic feasibility early. EPA guidance explains that system choice depends on factors including soils, slope, lot size, occupancy, and state or local rules. A neighboring system does not prove this parcel will support the required design. Ask the local permitting authority and qualified site professionals what assessment and approvals are needed, including any reserve area.

For private water, investigate the applicable well, water-quality, and supply requirements through local authorities and qualified providers. Avoid assuming that an existing well is suitable merely because it produces water. Keep utility layouts coordinated with the home, driveway, drainage, and construction staging so a later trench does not conflict with a foundation or the only viable delivery route.

Investigate water, soil, slope, and drainage

Ground conditions influence foundations, excavation, retaining work, drainage, and construction access. Ask the design team what site investigation is appropriate for the proposed home. A geotechnical report, survey, drainage assessment, or other professional study may be needed; the scope should follow the site and local requirements.

Review available flood information through the FEMA Map Service Center resources and consult the local floodplain authority about the parcel. Effective maps, preliminary information, and site-specific elevations serve different purposes. A mapped zone is not a complete assessment of every source of water on a property, so also ask about local drainage, runoff, and observed conditions.

Walk the site with the relevant professional when possible. Note low areas, steep changes in grade, fill, erosion, standing water, and neighboring drainage paths as questions for assessment. These observations help focus investigation but are not a substitute for engineering conclusions.

Translate findings into an actual scope and budget. A sloping parcel might require different foundation elevations, retaining structures, longer utility runs, or a different crane position. Compare the full site solution against alternatives rather than adding a generic “site work” allowance. Record uncertain costs separately, with the investigation that will resolve them. A low land price can become expensive when the usable building area and access are much more constrained than the parcel's total acreage suggests.

Walk delivery and set access

A modular home arrives as large loads, so the route needs assessment from the public road network to the final unloading position. Give the transporter the actual module dimensions, loaded height, weight information, and proposed delivery sequence when available. Early feasibility may use preliminary dimensions, but final planning must be updated to the selected design.

Check tight turns, bridges, grades, overhead lines, vegetation, gates, road surfaces, and places where trucks can wait without blocking traffic. The transporter and responsible authorities determine permits and route requirements. Do not trim utilities, modify public roads, or improvise clearances as a homeowner solution.

At the site, distinguish truck access from crane setup and lift access. A truck may reach a driveway that cannot support the required crane arrangement. OSHA's ground-condition standard addresses adequate support and known underground hazards for covered crane work; the project's qualified contractors must assess those conditions and their responsibilities.

Ask for a preliminary delivery and set feasibility review before committing to a home whose dimensions exceed the site's practical limits. Record any required temporary works, permissions, weather constraints, and restoration costs. The result should identify a feasible construction path as well as a feasible finished home. Both are necessary to make the land purchase decision understandable.
